Meta tags, when using meta tags don't repeat your keywords too much because this will not have as much as effect as what other on site elements will, and I would not say it would cause a negative effect unless it was incredibility repeated, but the search engines that do still value meta tags are mainly yahoo, and msn.
Google has done away with the meta tags and mainly they give more credibility towards anchor text on inbound links, and the quality of the link. With good quality links from other sites, this can give a outstanding improvement in Google, and other search engines.
